This training package is designed to help educators strengthen the moral, social, and democratic foundations of their teaching, and to embed values such as respect, fairness, inclusion, and active citizenship into everyday school life. The programme aligns with the Reference Framework of Competences for Democratic Culture (RFCDC) and Kosovo’s cross-curricular competences.
The training package consists of five interconnected modules:
Foundations of Value-Based Education – introduces key values, ethics, and the democratic purpose of schooling.
Teaching Diversity, Equity, and Controversial Issues – equips teachers to handle diversity, promote equity, and facilitate respectful dialogue
Education for Active and Responsible Citizenship – supports teachers in fostering participation, cooperation, and civic responsibility.
Assessing Values and Competencies – provides reflective and ethical tools for observing and assessing students’ personal and civic development.
Teachers as Role Models and Reflective Practitioners – develops teachers’ professional ethics, self-reflection, and ability to model values in daily practice.
The package includes trainer notes, reflection tools, and adaptable materials for classroom and school-wide implementation.
This training package equips teachers with the knowledge, skills, and tools needed to build inclusive, equitable, and learner-centered classrooms. It supports teachers in identifying barriers to learning, adapting instruction, and applying strategies that ensure every learner — regardless of ability, background, language, or socio-economic status — can participate and succeed. The programme is aligned with Kosovo’s new Law on Early Childhood and Inclusive Education and the National Roadmap for Inclusive Schools.

Differentiated Instruction & Universal Design for Learning (UDL) – Practical strategies for flexible, accessible teaching.

Early Identification and Intervention – Recognizing early signs of difficulty and planning supportive responses.

The training “Democracy in School: From Idea to Action” is designed as a shared learning journey that encourages student-teachers and novice teachers to reflect, learn, and act in ways that turn the school into a space where every student’s voice is heard, respected, and valued.
The program is aligned with the mission of the ValuED project to strengthen democratic culture and inclusion in Kosovo’s schools, drawing on the practical manuals: School Democratic Culture, Identifying Problems in School, Planning Democratic Interventions, and Peer Support. The training helps participants move from a theoretical understanding of democracy to its practical application in school life, viewing democracy not as a lesson topic but as a way of living and learning together—through dialogue, cooperation, and shared decision-making.
The program consists of four half-day modules that blend reflection, practical activities, and collaborative work. Each module offers concrete strategies for fostering democratic participation, cooperation, and peer support among students. By the end of the training, participants will master the tools and models needed to plan and implement democratic interventions in the classroom and integrate these practices into everyday school life. The program aims to empower future teachers to create democratic, inclusive, and collaborative learning environments where students actively engage in dialogue, decision-making, and joint problem-solving. It is grounded in the principle that democracy begins with everyday classroom experience—how students listen to one another, share responsibilities, and manage conflict with respect and understanding.
